Kevin Carter of HUD-Making Home Affordable is a criminal and
scam artist. Criminals should be in jail, not free to continuing his theft.
Mine is not the only complaint found about the criminal
fraud Kevin Carter. I copied some following my original complaint so everyone
can see and hopefully spread the word.

HUD Making Home Affordable & Mr Kevin Carter, who I
believe has a number of aliases. Kevin Rasher is Agent of Service. Kevin Carter
has used the Wells Fargo logo, Making Home Affordable logo. His email is
kevincarter@wellsfargomodification.us Believe nothing, research, Kevin Carter
is a complete fraud. I had been using this firm to assist in a modification
with Wells Fargo. As stated in many complaints out there.... he informed us of
trial period of 3-5 months. We paid him $1376.43, and then my husband lost job
of 32yrs. Started process over and again we qualified for another modification
trial. Asked for proof and rec'd a story. Called HOPE, HARP & Wells Fargo
none of the agencies worked with Mr Carter. I was advised by all not to send
any money. Requested my money back as it was not forwarded to any legal agency.
It is not for escrow acct. To date no calls, contact or payment. I invite all
that have been scammed to file complaint. Filed complaints with Atty General,
BBB, Rip Off, Small Claims, Federal Trade Comm, consumer list, usa.gov,
complaints.com, complaintboard.com, consumerlist.com, pissedconsumer.com,

In the middle of 2014 I was told by a friend that Kevin
Carter, who claims to work for HUD makiing home affordable, helped her obtain a
very good modification. I decided to contact this person to see if he could
assist me. After looking over my situation he stated he could assist me.
At the end of August he sent me an email, which I have,
telling me that my lender had instructed him to enter me into a trail/
probationary period, and to send cashier check payments made out to HUD making
home affordable to an Irvine address in Orange County,( turns out this is a
virtual office). I began sending payments in sept(approx $2300). While I was
sending payments I was being told by my lender that they had no knowledge of
any trail/probationary arrangement. When I asked Kevin Carter why they didn’t
know, he stated he had a direct contact, and not to talk to them. He also said
to refer all calls to him and ignore any letters.
I did just that until I recieved a denial letter after the
second payment. I ignored the letter but fortunately my wife didn’t. She sent
it to Kevin’s office and they responded to it. I was surprised by that because
I was trying to figure out why he was replying to people he had told me to
ignore.
At that point I had sent in 2 payments(almost $5000). That
raised red flags to me and I told him I would not send anymore payments to him,
until we had a conference call with his contact. That never occurred. This was
around the end of October first of November. He said he would contact the
lender (sps), and tell them they needed to wrap things up,and I was not sending
any additional payments.
In December I recieved my second denial letter. At that
point I told Mr Carter (perhaps Kevin fox), that I appreicated his efforts but
I didn’t want to continue pursuing the modification with him. I also told him I
wanted to wrap things up,and receive the 2 payments back. He said that he sent
them to the lender. They lender has made it extremely clear verbally and through
documents, that they have not recieved any funds from Kevin Carter. He has
insisted that he sent them so I have repeatedly ask for the contact informaion
for his contact so we can call together, or separately.
I have attempting accomplish this for 2 mos. I have never
recieved the information or the payments. This is to warn others about this
type of activity. I have also found Kevin Carter on YouTube by googling ( Kevin
Carter) ( home modifications california). He is associated with a company
called foreclosurehelpus.com.
We fell behind on our mortgage payments towards the end of
2014 due to a culmination of several factors...1) My income dropped
dramatically, because of reduced hours on my previous job, 2) Health &
medical issues I was experiencing at the time, 3) Involved in a serious car
accident. that kept me out of work for several months... I applied for
assistance through what I thought was HUD...A few days later a gentleman named
Kevin Carter at kevincarter@stopforclosure.us, contacted me stating that he was
with HUD and was here to help us in acquiring a loan modification at no
charge...We sent in all of the necessary paperwork he requested (i.e.,bank
statements, pay stubs, tax transcripts, etc.,) and after two or three weeks, he
informed us that the lender had agreed to a trial probationary payment in the
amount of $1417.32 a month for three months....The payments were to begin in
May of 2015 and continue for three months after which , the mortgage amount
would be permanent for 30 years. We saw the correspondence between this
gentleman and the Lender and assumed that this was legitimate....We(my wife and
I) sent in $1418.00 each month, but after the third month we received a loan
modification offer from our lender totaling $1955.00 a month...This should have
sent up a red flag for me, but I talked with Mr. Carter asking him what was
going on, and he informed me that because our home was under a VA loan, it
would take a bit more effort to get the mortgage to an affordable level...He
advised us to reject the offer, send in more pay stubs and bank statements and
he would reapply for another loan modification... In the mean time, he advised
me to continue to send the $1418.00 a month to the following address HUD Making
Homes Affordable, One Park Plaza , Suite 600- office # 241, Irvine California,
Zip Code 92614....I asked Mr. Carter why I should continue sending money ,since
it appeared that the lender wasn't honoring the "trial period" Mr. Carter
had originally said we were under...On one occasion , Mr. Carter told me that
the money was being placed in a non interest bearing account and it would be
paid to the lender once this matter was settled and we were approved for
another program(HAMP, HARP, etc.,); When I asked him again on another occasion,
he told me that he was sending the lender the money we sent him to pay taxes
and escrow. All totaled, we sent Mr. Carter's HUD-Making Homes Affordable
$5,672.00. A short time later, we received another loan modification offer from
our lender for $1932.00 a month...I contacted Mr. Carter and he basically told
me that because this is a VA loan, this is probably the best offer we will be
able to get....I also forgot to mention that I am currently in an active
bankruptcy status and Mr. Crater has insisted that I do not contact my
lender...I contacted my lender anyway who explained my options to me clearly
and she suggested that I speak with my bankruptcy lawyer as well before signing
this latest modification offer....I asked her to check their records to see if
they have received any funds from Mr. Carter's company and after carefully
checking her records twice, she told me that they had not received any money
since December of 2014. I made multiple attempts to contact Mr. Carter by phone
and he finally sent me an email later in the evening. Mr. Carter quickly side
stepped the issue(of where our $5,672.00 was) and told me that I should not
contact my lender since I was in an active bankruptcy, but we could call the
lender together on 09/14/15..I sent Mr. Carter an email and left him several
messages informing him that either we need him to send our money to our lender
or return it to us..I looked this guy up on line later and discovered that
there have been other complaints lodged against him for the same unscrupulous
behavior. He tells people that they are entering into a trial period, then
collects their money for 3-5 months, not sending a dime to the mortgage
company.
